| Strikes have to be legal, says ministry official |
MUSCAT Salem Bin Said Al Badi, Director-General of Labour Welfare at the Ministry of Manpower, said that strikes have to be legal, peaceful and well-organised as per the Sultanate’s labour law, which permits peaceful strike as per article (107 bis) of Labour Law, which says: “The minister shall issue a decision on organising collective bargaining aiming to settle labour disputes or improvement of working conditions or promoting productivity efficiency and organising peaceful strikes and closures”. Therefore the Ministry of Manpower issued the ministerial decision No. 294/2006 of organising collective bargaining and peaceful strike, which was amended with the ministerial decision No. 17/2007.
Salem Al Badi said the Sultanate is a state of institutions based on law, as all life aspects are included under the Omani law which regulates life for ensuring stability in the country. He said the worker has to realise that peaceful strike comes under legal steps, while unorganised strike has its bad effects on the economy and affects production and leads to instability in the work environment.
Al Badi said peaceful strike has to avoid violence or damaging public property. An organised strike has to ensure that no harm is done to the employer or to property, as the strike has to be organised to ask for improving workers’ conditions and work environment and to defend the rights of vocational workers.
“It is not allowed for the institutions that offer a public service to stage any strike, for example education, health, water, electricity aviation and others.”
Al Badi said that the days of striking will be counted as holiday with no salary.
