MANILA Eleven ranking officers of the Philippine National Police (PNP) including two generals and three colonels were dismissed for their involvement in the purchase for $1.2 million of two second hand helicopters but passed off as brand new in 2009, it was reported on Saturday.
Director General Nicanor Bartolome, the PNP chief, identified the police generals still in active service as Chief Superintendents Luis Saligumba and Herolde Ubalde as well as police colonels Senior Superintendents Job Nolan Antonio, Mansue Lukban and Edgar Paatan.
Aside from dismissal, Bartolome said he also imposed sanctions especially forfeiture of their retirement benefits and perpetual disqualification from holding public office.
The dismissals, Bartolome said, were in compliance from an order of Ombudsman Conchita Carpio-Morales who found the 11 PNP officers liable for conspiracy in the purchase of the used helicopters owned by lawyer Jose Miguel ‘Mike’ Arroyo.
